Scoring methodology
Each policy is summarised and scored by a large language model (currently Google Gemini Flash). The model receives the raw document text and returns a plain-English summary plus five dimension scores — Social, Environmental, Economic, Human Rights, Governance — each from −10 to +10, or null when that dimension genuinely doesn't apply to the law.
Scores measure magnitude of impact, not whether a policy is good or bad. A sweeping climate regulation and a sweeping deregulation both score high on Environmental — the sign (positive or negative) is encoded in the score value.
All scores are AI-generated. They are useful for trend analysis and directional comparisons, but should not be treated as authoritative assessments. Occasional errors occur, particularly on highly technical documents, specialist vocabulary, or texts in languages the model handles less well. Full detail: scoring methodology →
Known gaps
- No sub-national coverage. US state legislatures, Canadian provinces, German Länder, French régions, and UK devolved nations are not tracked (except where legislation.gov.uk includes devolved acts).
- EU committee documents and working papers are not included — only final acts and Parliament resolutions.
- Japan, Denmark, Sweden, Poland, Netherlands, Romania — all translated via AI. Translation quality is generally good but technical legal terms may be rendered loosely.
- Romania (Monitorul Oficial) and Netherlands (Tweede Kamer) — scored from abstract text only. Monitorul Oficial blocks automated access (HTTP 403); Tweede Kamer detail pages return 404 (content is in an OData API not yet integrated). Both sources are accumulating records that cannot be upgraded to full-text until fetchers are added.
- France pre-1990 — the Légifrance database is digitised but coverage is uneven for early decades; monthly record counts are lower and some acts may be missing.
- UK pre-2024 — sparse. A backfill from legislation.gov.uk is running incrementally.
- Germany 2017–2022 — only ~20 records per year due to source API limitations at the time; volume improves from 2023 onward.
- "Being voted on" status is tracked live for France, Spain, EU institutions, Sweden, the US, and the UK, with smaller numbers for the Netherlands, Denmark, Norway, Japan, Ireland, Austria, Germany, and Poland. Not yet tracked for Australia, Canada, Hungary, or Romania, or for any historical (pre-backfill) records.
- No coverage yet: China, Russia, India, Middle East, South America (Brazil is on hold), most of Southeast Asia and Africa, United Nations (beyond what's in EUR-Lex).
- Scoring version changes. Earlier records were scored by an older model version. Cross-period comparisons are generally valid but fine-grained score differences near boundaries (e.g., 4 vs 5) should be treated with caution.
